Summary

N4/N5/N6: DESIGN re-enrol drift; suspended signer could checkpoint; stale test count.

Changes

  • DESIGN + docstring: permanent revoke recovery is bootstrap + enrol_rekey only
  • enrol refuses existing agent before spending the seed
  • checkpoint refuses is_revoked signers
  • README/DESIGN test count → 156
  • Regression tests

Drop misleading "or re-enrol" after permanent revoke; enrol refuses an
existing agent before spending the seed. checkpoint() refuses a currently
revoked/suspended signer. README (and DESIGN) test count updated to 156.
