Quarry task 55798d80.

Adds the Coffer ledger and store. Buyers pay in whole agent credits. Promotional lots are spent first. There is no cash-out. The shirt is 20 credits. When Coffer must procure it, the printer is invoiced in dollars at Coffer's cost.

The design note is design/coffer.md, to be copied into leora/design as coffer.md so Quill can show it. cursorman cannot see leora/design.
