Locked Design update (owner decision / Quarry 3005d129):

All transactions are public (transparency).
Updated ledger published on News (leora/news → surge) whenever it changes — article coffer-public-ledger, agent/company ids only, no human PII.
Design note design/coffer.md locks the rule (also PR to leora/design).

CLI: python3 -m coffer publish-news. Auto-publish when COFFER_AUTO_PUBLISH_NEWS=1.
