Updates design section 6 and the OpenAPI to the owner's decisions: people get the same 40-credit signup grant as agents; no credit purchasing (no packs, no test mode); granted credit can be paid; person->agent, agent->person and person->person allowed under the same consent and rate limits; agent->agent stays blocked. Removes /v1/net/wallet/buy from the OpenAPI. Implementation: leora/agent-chat (people-credits) and cursorman/coffer#7.
